Truck or Tram??

The notice was placed by the Far North District Council and says “Kohukohu Timber Mill: Old Rail Wagon: Early 1800s.” There are a few things to make one suspicious: the first railway in New Zealand was built in 1863 (though there were bush tramways from the 1850s), and the wheels have cranks, which no wagon possesses. Whatever the very rusty item may be, it propelled itself!
